[Intel-gfx] [PATCH dim v2 2/2] dim: Add add-link command

Add the "add-link" command so that you can add the Link: tag to
patches that failed to apply directly.

v2: Drop the aliases
    Remove the temp file
    Clean up locals
    Use echoerr for error prints
