cmd parser? This is Gen8+, so the cmd parser shouldn't even be active.

Yes, I got the memo :)
Dmitry has opened a ticket against intel-vaapi-driver
(https://github.com/01org/intel-vaapi-driver/issues/152) so hopefully we
will have a userspace soon.
