Hmm, are we not missing the GEN9_OA_DEBUG_DISABLE_CLK_RATIO_REPORTS
part, so disabling slice/unslice clock ratio change reports, like we do
on all other gen9 platforms?

For the timestamp base are we just assuming it's the same as BXT, or did
you find it somewhere in the bspec, because I had no such luck?
