Like I said, if we think the VBT has the new format, and it has values
in range 0..3, map those to corresponding delays in us. 0 -> 500 us, 1
-> 100 us, 2 -> 2500 us, 3 -> 0 us. If the value is not in range 0..3,
*then* default to max i.e. 2500 us.
