[Intel-gfx] Linux-4.18.20 fail to boot on old intel gfx card

Version: 4.18+100~bpo9+1

Linux-4.18.20 fail to boot on old intel gfx card.
I also tried a fresh installed Debian testing with same kernel version,
still can't boot, even to command line interface.

after blacklisting i915, Debian testing can boot to command line
interface. but when I tried to modprobe i915, screen blanks, shows
nothing.

while Linux-4.18.6 is good to boot to UI.

here is my hardware information:
