When the dumper drm_panic_kmsg_dump() runs, the other CPU's should have
been stopped. See panic().

Yes this will only happen on kernel panics:
panic() -> kmsg_dump() -> drm_panic_kmsg_dump()
(Unless invoking through debugfs ofc)
