I wanted to push "always use flags" separately just to have a better
look at whether we survived, since our rc6 counters on snb don't seem
broken, that looked ok.

Pushed up to the patch before this, as this one didn't apply cleanly.
However, the selftest needs a little tweak as a couple of machines are
flip-flopping -- we may need to be more careful in our wait_for_ack, or
something.
