I think inverted mask idea leads to neater code because then we
don't have to care which pipes are actually present in the hw
and which are fused off/not present:
sagv_reject == 0 -> SAGV possible
sagv_reject != 0 -> SAGV not possible

This is just a !=, no? Don't see a function really making it any more clear.
