[Intel-gfx] [PATCH 3/8] drm/i915/skl: s/IS_SKL_REVID/IS_SKL_GT_STEP

Start using the latest STEP_ macro for all
purposes.
For SKL, GT step is same as display step, lets us
avoid initializing both
