The logic is not wrong, but the meaning of the register bit has changed.
The 31st bit in ADL-P means "SF partial frame enable".
It is recommended to add a macro such as 
ADLP_PSR2_MAN_TRK_CTL_SF_PARTIAL_FRAME_ENABLE to the code to clarify the 
role of the changed register.
