Yes, chv_phy_powergate_ch/lanes() which need to access a PHY register,
used both for toggling power wells and for power gating unused PHY
lanes. Will add a comment about this.
Also forgot to move the the declaration for these to
intel_display_power_well.h, will fix that up.

Yes, power_domains->lock protects the power domain/well state, here it
was just borrowed to protect the register state (DISPLAY_PHY_CONTROL,
dev_priv->chv_phy_control) used both for power well control and PHY lane
power gating. I suppose the alternative would've been a dedicated lock
for these, but nothing justified adding it, so the existing lock was
just borrowed.
