[Intel-gfx] [PATCH 03/21] fbcon: Restore fbcon scrolling acceleration

This functionally undoes 39aead8373b3 ("fbcon: Disable accelerated
scrolling"), but behind the FRAMEBUFFER_CONSOLE_LEGACY_ACCELERATION
option.
