[Intel-gfx] [PATCH 2/3] drm/i915/tgl+: Move DKL PHY register definitions to intel_tc_phy_regs.h

Move the TypeC DKL PHY register definitions to intel_tc_phy_regs.h next
to the TypeC MG PHY registers.

No functional changes.
