The guc_cancel_busyness_worker() wrapper is made to make life
simpler, in oder not to force the caller to find
guc->timestamp.work. But if we add a true/false value, then we
make it again difficult because we need to go and check what they
mean, so that we decrease readability.

I would rather prefer something like:

this way more.
