Looking at this patch, the requirement seems to be,
The sysfs limits (min/max) setting through sysfs is always subjected to config limits.
The sched_prop values set through sysfs is always subjected to sysfs limits.
The sched_prop values set through engine set_property ioctl can override limits
if cap_nice and DRM_XE_ENABLE_SCHEDTIMEOUT_LIMIT is not set.
