About these two issues: (a) multiple type of perf streams and (b)
multiplexing configuration of multiple OA units. There is actually a nice
way to avoid both these issues. It is basically to expose each OA unit (and
similar any such other PERF unit) as its own *character device file*.

This was already half-way done in the original i915 code since each OA
unit/stream had its own file_operations. A character device file will
complete this interface. So stream_open, add/remove config will basically
be ioctl's associated with this char device file (rather than the drm file
as is at present). Any PERF unit is free to expose whatever makes sense to
it (through its char device).

So as long as OA units are completely independent this char device file to
me is an attractive option. In the current implementation OA configs are
common to all OA units. But I think this requirement is not a hard
requirement, OA configs can also just be specific to an OA unit.

If we are making significant changes to the OA uapi we might as well
consider doing this too. So I definitely wanted to bring this up.

If we are going to change the OA uapi completely, I am thinking of dumping
this common IGT code too and just copy and modify the i915 IGT code for XE
(including the tools). Thoughts?
