[Intel-xe] [PATCH v5 2/2] drm/xe: Set default MOCS value for copy cs instructions

copy cs instructions that dont have a explict MOCS field will use this
default MOCS value.

- move to xe_hw_engine.c
- remove BLIT_CCTL auxiliary macros
- removed MASKED_REG

- add a new function and call it from xe_gt_record_default_lrcs()
