Missed this comment about a fault. We reserve a BCS engine for migration
on a faulting device and do not expose this to the user to avoid
deadlocks on a fault, see usm.reserved_bcs_instance. We actually got
this wrong initially [1] and observed a deadlock while working on SVM.
