[PATCH v3 1/9] um: Make local functions and variables static

This will also fix the warnings like:

warning: no previous prototype for ‘fork_handler’ [-Wmissing-prototypes]
  140 | void fork_handler(void)
      |      ^~~~~~~~~~~~
