Those shortcuts are sent as control-sequences over the TTY line.
They're configured on the host-side (emacs), not on the terminal-side
(kmscon). It might be true, that kmscon sends them incorrectly.
However, if you see the same issues on the linux-console, it rather
sounds like an emacs issue.
