Modified startlog default argument value
Lavi: I assume that log file overwrite should be the default option. With
respect to this bug, on appending some existing file, I guess that, we should
not write the following XML tags...
<?xml version='1.0' encoding='utf-8'?>
<!-- XML Logging -->
<ldtp>
