[ANNOUNCE] libbsd 0.8.6 released

Hi!

This release fixes the nlist() unit tests to work on IA64 and PowerPC
64-bit ELFv1, and fixes setproctitle() to work on systems with
non-contiguous argv + envp memory areas, such as current GNU/Hurd.
