[Libburn] burn_version patch

Attached is a patch to add a burn_version function, to determine the
version of the library at runtime. There is no equivalent function in
libisofs, since they share a version number.

I put it in util.c. I'm not sure if that is the best place for it...
but it was the best I could see.
