[Libdlo] libdlo and libtubecable

That's easily answered - because I've written the core of libtubecable
already last winter, long before libdlo was announced, and as it's my
own code, it was much easier to add compression support there. But
libtubecable is public domain - feel free to do whatever you like with
it, e.g. merge it into libdlo. (*)
