Assuming you are using a recent enough libqmi and libmbim, you could
try to use the more advanced QMI NAS Get Cell Location Info sent by
qmicli and using QMI-over-MBIM, basically:
$ qmicli -d /dev/cdc-wdm0 --device-open-mbim --nas-get-cell-location-info
