ANN: libmbim 1.27.901 (1.28-rc2) released

Hey hey,

This is the 2nd release candidate for the next 1.28 release.

There is no longer an upstream-provided source tarball, please use the signed git tag '1.28-rc2' instead to refer to the sources of this release.

Also, please note that a new key has been used to sign the git tag in this release:
     https://www.freedesktop.org/software/libmbim/0xAECE0239C6606AD5.asc

Additional notes for packagers (same as in 1.28-rc1):

  * Build:
    ** The GNU autotools (autoconf/automake/libtool) support has been fully removed, this release requires the use of the meson build system.
    ** The 'instrospection' meson option is now a boolean.
    ** New boolean 'man' meson option to allow disabling the man page generation.
