ANN: libmbim 1.28.4 released

Hey hey,

This is the second bugfix release in the 1.28.x series, built from the mm-1-28 branch.

Overview of changes in libmbim 1.28.4

  * libmbim-glib:
    ** Fixed context type conversions to consider all possible APN types.
    ** Duplicate UTF-16 strings during processing to avoid alignment issues.
