If you 'sudo make install' the project both qmicli and qmi-network will
get installed and both available in your $PATH.

All that is also *almost* ready, and can be tested with 'mmcli' :-)

Some hints (assuming modem at index 0):
$> sudo mmcli -m 0 \
              --simple-connect="pin=1234,apn=something,ip-type=ipv6" \
              --verbose
