Did you see a change of the Device-ID in dmesg?

19d2:2000

should change to a different ID.

You you have installed udev and usb_modeswitch?

The Device "ZTE K3565-Z HSDPA" has 

19d2:2000 too, but it changes to 

19d2:0063


With this ID/ in this mode, qmi_wwan should work.

But this device-ID (2000) is used very often.

The database of usb_modeswitch says, it could be  change to

0001,0002,0015,0016,0017,0031,0037,0052,0055,0063,0064,0066,0091,0108,0117,0128

If only one or all work with qmi/wwan, I don't know.
