why pkg-config is for glib-mkenums?

 Hello,

I am just started to use libqmi.
I built it in my host side and that was good.
I tried to build to ARM too, but it is failed (--fhead is not found ...).

The problem was my cross tool-chain pkg-config does not contain any pkgs.
Why cross tool-chain pkg-config is used to get glib-mkenums?
It is used in build-time,
however I have host and ARM compiled too,
none of them work.

Of course in case of host everything was good.

How can it be fixed? Is it cross tool-chain problem?
