It seems in fact that syssel is used for selecting mode:

I see ModemManager has support for this in plugin
plugins/x22x/mm-broadband-modem-x22x.c
but it should be extended to these new modes for LTE. Maybe you could
find out what the new modes are by experimenting?
This maybe means that it is not possible to select mode by using QMI
for this modem/chipset/firmware version.
