Ah good they actually are TCT/Alcatel devices.  I guess somehow the
alcatel plugin grows the capability to do QMI bearers and everything
else, but then overrides the preferred mode setting using AT commands.

One interesting question though:  does the device have a DIAG/QCDM port?
If so, can you run test-qcdm --port /dev/ttyUSBx and let me know what
the "mode preference" is for each of these?  I'm curious if that follows
the AT commands, which it most often does on Qualcomm devices.
