[PATCH] Add option to support 802.3 flags in qmicli open

Hi All

 I am using MC7354 and confirmed that modem is not able to get IP address
from dhclient - When I apply this patch to libqmi version 10-2, then modem
can get IP address and works fine.
I wonder when this patch will be introduced to libqmi tree.
