This is very old, and the source does not even seem to be Sierra?

I don't know if it is related to your problems, but you should
definitely try the newest drivers when having problems like this.
Otherwise you just risk spending a lot of time on an already resolved
problem.

The latest GobiSerial driver from Sierra is
