That does not look like an interface in raw-ip mode.  It will be a
point-to-point interface with no link address.  Did you set it to raw-ip
by writing Y (or y or 1) to /sys/class/net/wwan2/qmi/raw_ip ?

Note that the ISC dhcp client won't work without patching on such
interfaces.  I recommend the busybox dhcp client for simple initial
testing, if you want to try dhcp.  Or just use static address config
with input from QMI.

The busybox dhcp client is packaged as 'udhcpc' in Debian. Version
1:1.22.0-9+deb8u1 from Jessie worked fine with raw-ip interfaces.  I
assume Ubuntu will have similar packages.
