dlink dwm221-B1 failed regression test - time out

I checked the windows bahavior again.

The d-link-app is still ugly. The app makes only bad connections (IPv4-only 
instead of IPv4/IPv6). Windows makes it better but only after the d-link-app 
initializes the modem.

Back to linux. The secret seems to be inside the windows app. After booting 
from windows to linux qmi/modemmanager can control the modem without time 
outs, also establishing a connection seems to be possible. But afterwards no 
packet flows.
There is also a linux-package at the dummy-cdrom. But this is worse than the 
windows trouble. It is looking for usb-serial, gobi and other old modules. It 
includes  an os-switch - only for some fedora and ubuntu-version and the best 
is:
It trys to disable ModemManager.
