Can you make sure the PDP #1 supports IPV6 and PDP #3 supports IPV4IPV6.
at+cgdcont? shows you what IP supported from PDP list.

Also if you connect to verizon static zone, the APN is provisioned from SIM card, so
from host you should not change APN of PDP with at+cgdcont command.

 Looks like autoconnect is already enabled in your
 modem, and therefore
 
 you shouldn't need "WDS start network" (i.e.
 what qmi-network does).
 
 If you're having issues with auto-connect you may want

 with --wds-set-autoconnect- settings=disabled and retry
 with
