ANN: 1.17.900 released (unstable)

Hey,

I've tagged a 1.17.900 libqmi version that contains the
qmi-firmware-update support. Please note this is neither a release to be
considered stable, nor a release candidate for 1.18.0.

You should use this version, though, if you're planning to further test
the qmi-firmware-update tool.

Please note that 1.17.x requires at least GLib 2.36. Otherwise, it
should be backwards compatible with 1.16.x API and ABI wise.
