[Patch] add qmicli support to create/modify/delete PDP profiles

Please see the attached revised patches which follow your suggestions below.

These patches allow empty strings for user/pass/apn/name, but qmicli complains with
'error: operation failed: Couldn't create request message: Cannot complete TLV 'Profile Name': Empty TLV, no value set'

Maybe this can be fixed at a later time.
