The qualcomm modems have a lot of bugs or short comings. As Aleksander
sad, libqmi is quite dump. It's just an wrapper around calls to the
modem. It doesn't hold any state. 
Because it works over AT, it seems a bug on the _modem_ side in the
QMI implementation.

You should report this back to the vendor of your modem. With "vendor" I
do not mean qualcomm, more likely the vendor written on the card.
Because every vendor of a full product can modify the baseband firmware.
