QMI could start network with call end reason cm 1078

Hi guys,
Currently I'm working with the device named Sierra Wireless Airprime model
MC7455. I have problem starting WDS, here is the log output:

It seems like the reason associated with code 1078 is not registered? Can
you provide me the exact reason for this to fail and how I can solve this?
