network scan not returning results?

When running a scan on different systems I've noticed that some of them do
not return the network scan results. Do you know why this may be the case?
Example:
qmicli -p -d /dev/cdc-wdm2 --nas-network-scan
[16 May 2019, 09:35:03] -Warning ** [/dev/cdc-wdm2] requested auto mode but
no MBIM QMUX support available
[/dev/cdc-wdm2] Successfully scanned networks
It will just mention that the scan was a success but no networks are
displayed, there are plenty of them around (and the modem is connected to
one). I am using qmicli 1.18.2 and seeing this with MC7455's. Also noticed
with MC7430. Yet it works fine consistently on other systems I am running
the same command on in roughly the same location, connected to the same
network:

Perhaps modem firmware related? RAT settings? I am looking into that now.
