verbose call end reason (3,2504)

Hi,

I am trying to track down an error in starting a network from logs, as the
system is remote and can no longer connect:

wds_start_network: start_network failed {'Client ID not released':
{'Service': {'Service': 'wds', 'CID': '35'}}, 'call end reason (1)':
'generic-unspecified', 'verbose call end reason (3,2504)': '[cm] (null)',
'error': 'couldnt start network: QMI protocol error (14): CallFailed'}

Is it correct that this means invalid sim state (found in
GobiConnectionMgmtAPIEnums.h), or what else might it mean or refer to?
