ModemManager/libqmi/libmbim contribution guidelines

Hey!

I've been preparing a website to keep documentation related to the
ModemManager, libqmi and libmbim projects: https://modemmanager.org

It's using hugo, and the sources can be found here:
https://gitlab.freedesktop.org/mobile-broadband/mobile-broadband.pages.freedesktop.org

For now it contains some contribution guidelines, hopefully explaining
in a not very complex way how to  suggest changes to the projects.
There are a lot of missing things yet, but it's a start. See
