ANN: libqmi 1.28.8 released

Hey,

This is the fourth bugfix release in the 1.28.x series, built from the qmi-1-28 branch.

Overview of changes in libqmi 1.28.8

  * libqmi-glib:
    ** Fix CTL "Set Data Format" output TLV prerequisites.
    ** Fix double free in the qmiwwan based net port manager.
