fcc unlock error on X13 gen 2 with Qualcomm X55 chip

I believe Foxconn updated their FCC unlock command in some newer
firmware release, due to the previous one being reverse engineered and
included in libqmi. I know Lenovo is working on setting up a new FCC
unlock tool of their own, so you may want to wait until that is ready.
