ANN: libqmi 1.26.8 released

Hey,

This is the fourth bugfix release in the 1.26.x series, built from the qmi-1-26 branch.

Overview of changes in libqmi 1.26.8
----------------------------------------

 * libqmi-glib:
   ** Fix proxy segfault when accessing length of NULL GArray.
   ** Add "Release USSD" indication to Basic collection.

 * qmicli:
   ** Fix element types used in "NAS Get Cell Location Info".

 * Several other minor improvements and fixes.
