The qmi-firmware-update application was never implemented in a way
that would allow flashing more than one modem with a single call. That
will never ever work, unless the application is fully updated to
support that. In the same way, the application was never implemented
in a way that would allow flashing more than one system firmware image
into a single modem; if that works it's more luck than actual design.
