You need to create the corresponding JSON file in
/data/qmi-service-ott.json with the message definition, and then
modify the meson.build files and some other source files in
libqmi-glib (e.g. qmi-device.c IIRC) so that the new service is
processed.

What's the OTT service, BTW?
