ANN: libqmi 1.31.901 (1.31-rc2) released

Hey hey,

This is the second release candidate version for the next 1.32.0 stable.
Please refer to the NEWS file for all the changes in this release.

There is no longer an upstream-provided source tarball, please use the signed git tag '1.32-rc2' instead to refer to the sources of this release.

Also, please note that a new key has been used to sign the git tag in this release:
     https://www.freedesktop.org/software/libmbim/0xAECE0239C6606AD5.asc

Additional notes for packagers:

  * Build:
    ** The GNU autotools (autoconf/automake/libtool) support has been fully removed, this release requires the use of the meson build system.
